Luke Gallagher
Luke is a chartered surveyor with over a decade of experience in cost, project and development management. He joined Russell Bolton Consulting in 2022 after holding key roles at EC Harris, Arcadis, Rider Levett Bucknall (RLB), Investar Property Group and European Metal Recycling.
Luke has extensive experience across the full development lifecycle, working on a range of sectors including commercial, residential, public sector and university projects. He has contributed to high-profile city centre residential developments, large commercial schemes and several housing projects providing both private and affordable properties.
Throughout his career, Luke has worked with clients such as Aviva, Homes England, Balfour Beatty Investments, HSBC, Blackpool Council, Mulbury City, Cityheart Ltd, and Staffordshire University and more latterly Cole Waterhouse and Linear Living.
His portfolio includes the Botanical Gardens (£30m), New Cross (£60m), Blossom Street (£25m) and Port Street (£25m), where he was responsible for cost management and reporting. He has successfully navigated challenges, including resolving disputes and working through contractor insolvencies.
Luke’s expertise spans cost planning, reporting, and commercial management on complex developments such as assisted living schemes, high-rise residential buildings, and commercial refurbishments for major clients, including a global bank. His wide-ranging experience enables him to bring valuable insights to every project with which he is engaged.
